It does sort of say that – though it doesn’t specifically mention monkey, (Romans 1:21-26 and Romans 1:27-32). We do not apologise for this. God makes it clear in Romans 1 that as a person rejects God and turns away from him, then God will harden that person’s heart which then gives them boldness then to commit all sorts of sins that they should not do in ever increasing amounts. This is one of the ways that God in his mercy reveals to people that sin is in the heart of man and in the end, there is no sin that they won’t commit The good news is that such a person can still find forgiveness from God and come into his family if they repent and turn to God. If they ignore the prompting of the Holy Spirit, they can eventually become so hardened to sin and bold in their rejection of God that they can reach a place where it is impossible for them to repent. For that person it would have been better if they were never born because all that remains for them is to face the wrath of an angry God and suffer His judgement for ever and ever. It is a fearful thing to fall in to the hands of the living God (Hebrews 10:31).
